Introduction

With the change in the UK government, priorities in the education sector have shifted. The previous Conservative government aimed to move all schools into strong academy trusts by 2030, but the Labour government does not prioritise promoting Trust membership. Consequently, the decision to join a MAT now rests with school leadership, who will assess the costs and benefits. For trusts seeking growth, ensuring that Trust membership is perceived as beneficial will be crucial.

This report reviews Trust perception among staff in English schools, based on data collected from the 2019/2020 to the 2023/2024 academic year. We investigate how staff in various roles within schools in England perceive the benefits of Trust membership and their sense of community within their Trust. We compare these perceptions with our historic national benchmarks and explore trends over time.


Over recent years, there have been notable developments in staff attitudes towards Trust membership. While the onset of the Covid-19 pandemic saw an increase in positive perceptions, this trend has since deteriorated. Confidence in the benefits of Trust membership peaked in the 2020/2021 academic year but has been declining since then.

Methodology

This report draws insights from a dataset created based on the Edurio Staff Experience and Wellbeing Survey, which consisted of over 200,000 staff responses captured between September 2018 and July 2024. See the appendix for a full breakdown of the response numbers for each question analysed in the report. 


The Edurio Staff Experience and Wellbeing Survey comprehensively examines key elements of staff work life, enabling school and trust leaders to understand the needs and priorities of their staff. The survey covers 18 modules, from communication to workload, professional support and general job satisfaction. This report is mainly focused on two key questions: “How confident are you that being part of the Trust is beneficial?” and “To what extent do you feel like a part of the Trust community?”. It explores staff experiences over time and based on their roles.


This report continues our examination of Trust perception over time and by role, following our previous report on changes during the Covid-19 pandemic. By looking at responses from various staff roles, we reveal how Trust perception evolves over time and varies depending on the respondents' roles within their schools.
